Louisiana has restructured how projects move from concept to construction.
With more than 120 LED Certified Sites, Louisiana removes uncertainty early by completing due diligence, zoning, and infrastructure readiness so locations enter the market development-ready. As a result, infrastructure capacity, utilities and environmental readiness are quickly evaluated, enabling companies to assess locations with fewer unknowns and tighter timelines.
The state is doubling down on this effort through the first-of-its-kind Louisiana FastSites program. Backed by $150 million appropriation from the legislature and clear performance requirements, this initiative accelerates the transformation of underdeveloped assets into project-ready sites. Unlike traditional site programs, FastSites is built as an ROI-driven model, with projects structured to generate returns that flow back into the fund, allowing Louisiana to reinvest, scale success and sustain competitiveness over the long term.
“FastSites aligns government efficiency with private-sector speed,” LED Chief Economic Competitiveness Officer Ileana Ledet said. “It positions Louisiana to meet the demands of global investment while strengthening communities and infrastructure.”

Louisiana has strengthened its long-term competitive foundation by modernizing its tax structure, incentive programs and economic development policies to align with company needs today, while building the agility to adapt in a changing global economy. Those changes give businesses clearer expectations around cost and return earlier in the decision-making process, reducing uncertainty and allowing projects to advance with fewer contingencies.
That predictability is reinforced by a more targeted incentive toolkit. Programs such as the High Impact Jobs Program reward employers that create new jobs paying above the parish average wage, ensuring that existing Louisiana companies of all sizes can participate alongside recruited projects. Manufacturers investing in Louisiana can also access performance-based tools such as the Industrial Tax Exemption Program, which supports long term capital investment and expansion.

Louisiana’s competitive position is reinforced by its ability to deliver major projects consistently and at scale through a formalized, whole-of-government approach. Louisiana Lightning Speed, formalized through the Governor’s executive order, aligns state agencies, local governments and workforce partners from the beginning on permitting, infrastructure and workforce planning, allowing complex projects to move forward with fewer delays once commitments are made.
This coordinated delivery model supports large-scale projects across regions, requiring sustained, multi-agency execution, and has been instrumental in landing transformational projects across the state, including Meta, Hyundai and Aclara Resources.
Competing From Strength
Louisiana Competes NOW because competitiveness is no longer a goal. It is the operating baseline, and the results speak for themselves.
Since 2024, Louisiana has announced more than $76.8 billion in capital investment and over 76,000 job new opportunities statewide, including a record-setting $61 billion in capital investment in 2025, the largest in state history.
